Biography

James is Attorney-in-Charge of the Criminal and Collateral Remedies Section of the Oregon Department of Justice’s Trial Division. Attorneys in that section defend convictions in state post-conviction relief and federal habeas corpus trial-court proceedings and represent the state before the Psychiatric Security Review Board. He started his career as an Honors Attorney with the DOJ, first in the Trial Division and then the Appellate Division. He has been in the CCR section since 2015. He has received a BA in Classics from Reed College, a Master of Library and Information Science from San Jose State University, and a JD from Lewis & Clark Law School.
