Paul Horwitz ”˜82 is the deputy executive secretary of the U.N. Ozone Secretariat, working on issues relating to the Montreal Protocol on Substances that Deplete the Ozone Layer.  His career path includes 23 years with the Environmental Protection Agency in Washington, D.C.; for the last 15 years, he was chief EPA/U.S. negotiator for issues related to the Montreal Protocol.   He received a 1997 UNEP Ozone Award as well as EPA’s 2005 Stratospheric Ozone Protection Award For Leadership and Innovation in Montreal Protocol Negotiations.

Horwitz’s travel itinerary has included more than 40 countries.  In addition to his JD from Lewis & Clark, he received  a master’s degree in public policy at the John F. Kennedy School of Government at Harvard University.
