Dr. Lipsa Dash is an Assistant Professor of Law at KIIT School of Law, Kalinga Institute of Industrial Technology (KIIT) Deemed to be University, Bhubaneswar. She now seeks to pioneer a three-way integration of technology, legal reform, and animal welfare, aspiring to utilize technology as a tool to protect animals and drive meaningful changes in existing animal laws in India. Lipsa holds a PhD in Law from Utkal University, a Master’s from the Rajiv Gandhi School of Intellectual Property Law, IIT Kharagpur, and a B.Sc. LLB (IPR Hons.) from KIIT School of Law. A technophile by nature, she has carved a niche in blending cyber law issues with other subjects of Law.

Lipsa was honoured with the “Law Teacher of India - Cyber Law” award by the Indian National Bar Association in 2023. Her scholarly contributions span Intellectual Property Law, Cyber Law, allied legal domains, and more recently, Animal Law, national and international forums. She has been selected for prestigious programs, including the Google–Sole Luna Scholarship, the Cambridge Centre Law Lecturers’ Workshop on Animal Rights Law, and has attended the Asia Farm Animal Day in Vietnam. She has participated as a panelist for World Aquatic Animals Day organised by George Washington University, advocating for policies on adoption mechanisms, guardianship frameworks, and habitat conservation.

A committed Zoophilist and naturalist, Lipsa actively shelters feral stray cats and ensures the safety and well-being of stray animals in her locality. Inspired by her family’s compassionate care for stray animals, she strives to bridge law, ethics, and policy to protect non-human lives. Lipsa joined the Animal Law program to bring a meaningful change in the existing laws. She has fostered more than 30 cats with the support of her family and also carried the cat in the picture to her home which she adopted during her master’s program. A constant and enthusiastic learner, she remains dedicated to being a voice for the voiceless.
