Vivian began her legal career at the Puerto Rico Department of Justice, where she became the Acting Director of the Tax Affairs Division and of the General Litigation Division and later appointed as Assistant Secretary in Charge of Litigation responsible for the supervision and management of administrative, state and federal civil cases on behalf of the Commonwealth of Puerto Rico. Today she has a private practice specializing in Government and Animal Law.
She is a professor at the University of Puerto Rico, School of Law, teaching Animal Law and Litigation Skills, which includes trial simulations focusing on animal-related cases. Since 2023, she mentors law students in the National Organization for Animal Rights.
She was a Commissioner of the Special Commission on Animal Rights of the Bar Association of Puerto Rico, is an Animal Cruelty Investigator, and member of a task force with the Animal Legal Defense Fund, strategically addressing animal defense issues in Puerto Rico.
In 2020 she founded the educational project JUSTA P.R. (Animal Justice Puerto Rico), which has reached thousands and significantly increased awareness of animal rights.
She offers seminars and advises government and private entities.She also works with police and state prosecutors in animal cruelty cases, actively pursues changes in state and municipal legislation, and challenges inadequate enforcement of protective laws.
Vivian is the author of the article Governmental Corruption and Public Information Access Right, published in the Law Journal of the University of Puerto Rico, where she discusses corruption and governmental negligence, including the adverse impact on animal rights and protection.
